remove nearly 200 lines of code using Fortran standard intrinsics system_clock and storage_size.
This allows the code to completely work on Windows as well including MinGW, MSVC and oneAPI.
Add GitHub Actions CI testing.
Will update CMakeLists.txt when #11 is merged.
